On August 29, 2022, the Randolph County Sheriff’s Office responded to a the area of Jades Way in Thomasville, NC for a call for service, which involved two separate residential fires at the same location; one occurring on August 27, 2022, and another occurring on August 29, 2022. The Randolph County Fire Marshal’s office responded to both incidents and a report was filed with the Randolph County Sheriff’s Office due to the fires being suspicious in nature.
Following a lengthy investigation by the Randolph County Sheriff’s Office Criminal Investigations Division and the Randolph County Fire Marshal’s Office, the case was presented to the Randolph County Grand Jury during their March 2024 session. As a result, a True Bill of Indictment was issued on Joy Ann Frazier for felony first-degree arson, felony second-degree arson, and two counts felony obtain property by false pretense.
On March 21, 2024, Joy Ann Frazier turned herself in to the Randolph County Sheriff’s Office Criminal Apprehension Team at the Randolph County Detention Center, where she was taken before the magistrate, who issued No Bond and set the next court date for March 25, 2024, in Randolph County District Court.
