On May 14, 2023, the Randolph County Sheriff’s Office responded to Meadowbranch Rd., Seagrove, in reference to a vehicle theft. Upon arrival, the victim reported that the vehicle had been stolen on May 13th by Troy Franklin Seay following an argument. Seay is known by the victim. Evidence was provided to verify the report. Charges were sought against Seay and the magistrate found probable cause to issue a warrant for felony larceny of motor vehicle and misdemeanor communicating threats.
On July 24, 2023, Seay was located, arrested and transported to the Randolph County Detention Center where he was served the outstanding warrant. He was also served his outstanding orders for arrest for failure to appear on a misdemeanor and two counts of misdemeanor probation violation. The magistrate issued a $27,000 total secured bond and a first appearance was set for July 25, 2023, in Randolph County District Court.
