On December 4, 2023, the Randolph County Sheriff’s Office received a report of a possible fraud.
Following an investigation by the Criminal Investigations Division, a warrant was sought for Stephen Clarence Russell for felony embezzlement and the magistrate found probable cause to issue a warrant. On December 6, 2023, Russell turned himself in to the Randolph County Sheriff’s Office and was taken before the magistrate. He was issued a $5,000 secured bond and a first appearance was set for December 8, 2023, in Randolph County District Court.
