On May 9, 2025, the Randolph County Sheriff’s Office responded to Jordan Rd., Ramseur, in reference to an alarm and communicating threats. Upon arrival, the deputies determined the call to be a kidnapping incident instead. The victim had escaped from the captor, identified as Rhonwyn Jay Buffkin, and sought safety in the establishment, prompting the employees to contact 911. Buffkin subsequently fled the location. A Criminal Investigations Division Detective responded to assist with the investigation.
Following their investigation, charges were sought against Buffkin for felony second-degree kidnapping, misdemeanor crime of domestic violence, misdemeanor interfere with emergency communication, misdemeanor communicating threats, and misdemeanor assault on a female. The magistrate found probable cause to issue a warrant for arrest.
On May 13, 2025, the Criminal Apprehension Team located Buffkin in Ramseur. He was arrested and transported to the Randolph County Detention Center, where he was served his warrant. He was issued no bond, and a first appearance was set for May 14, 2025, in Randolph County District Court.
